Winnipeg Free Press May 3, 2020 Time to re-examine city's core services , Loren Remillard    City councillors, past and present, concede the city has suffered mission-creep over the years, fueling expansion of city activities and expenditures, due in large part to avoiding the discussion about core mandate and services. For example, the city’s own golf services department has acknowledged Winnipeg is overserved with golf courses. 2015 Report on Park Assets, Released April  2017 http://clkapps.winnipeg.ca/DMIS/ViewPdf.asp?SectionId=463130
Although zoned Parkland the publically owned golf courses are not included in this report. The "2015 Report on Park Assets" provides a useful set of data, giving an overview of a portion of the public greenspace by ward. Some are recommending this be used as a proxy for decision making in the absence of a coordinated plan. Winnipeg requires a holistic plan for the entire city with established goals for the stewardship of green space, river corridors and natural areas. The health of the green infrastructure is critical to the City’s future prosperity and its management deserves a more robust effort from our entire City Council.

The release of the report marks the first time city hall has assessed the condition of its parks and compiled the findings into a single document. Similar reports are to be done on an annual basis.

City report says parks require $53M worth of upgrades: Transcona Councillor wanted them itemized and stated there is insufficient reporting about the state of Winnipeg's Parks. A report to the City's protection, community services and parks committee states roughly one in 10 city "park assets" - that is amenities within the City's parks are in poor condition and it would require $53 million to fix them up.

The lease for the 48-acre Canoe Club Golf Course expires in April 2019. The City owns the golf course and it is open to the public for play, but the City leases out operations and maintenance of the course on a five-year term. Public consultations will be held this year and Councillor Brian Mayes hopes to have a plan ready for June, 2018.

Five Pillars of a Big Picture Plan
http://www.winnipegfreepress.com/opinion/analysis/examining-five-pillars-of-a-big-picture-plan-414311823.html
On March 9, a capital region growth strategy by the Partnership of the Manitoba Capital Region (PMCR) was released. The action plan evaluates the district’s status and proposes concrete steps to establish a co-ordinated regional planning strategy. One of the five key objectives is Pillar No. 2: "Stewardship of land, water and resources — The health of natural resources, lakes and waterways is seen as critical to the region’s future prosperity. The plan establishes goals for a co-ordinated approach to environmental and resource management".
With built-in accountability and strong commitment to a long-term vision, the future of Manitoba’s capital region could be a picture of dynamic, compact communities surrounded by healthy waterways and forests, and productive agricultural land anchored by a prosperous and vibrant capital city.

Thanks go to Aldo Santin for his timely explanation of the budget deficiencies for the city parks department, and also to those city councillors who have tried to readjust the budget towards better maintenance of our valuable parklands.
Neglect of these areas appears to come from a mindset too common in Winnipeg, that of ignoring the public health benefit of having well-managed natural areas within an urban setting.
