City of Winnipeg 2015 Report on Park Assets, Released April 2017 http://clkapps.winnipeg.ca/DMIS/ViewPdf.asp?SectionId=463130
Although zoned Parkland the publically owned golf courses are not included in this report. The "2015 Report on Park Assets" provides a useful set of data, giving an overview of a portion of the public greenspace by ward. Some are recommending this be used as a proxy for decision making in the absence of a coordinated plan. Winnipeg requires a holistic plan for the entire city with established goals for the stewardship of green space, river corridors and natural areas. The health of the green infrastructure is critical to the City’s future prosperity and its management deserves a more robust effort from our entire City Council.

On March 9, a capital region growth strategy by the Partnership of the Manitoba Capital Region (PMCR) was released. The action plan evaluates the district’s status and proposes concrete steps to establish a co-ordinated regional planning strategy. One of the five key objectives is Pillar No. 2: "Stewardship of land, water and resources — The health of natural resources, lakes and waterways is seen as critical to the region’s future prosperity. The plan establishes goals for a co-ordinated approach to environmental and resource management".
With built-in accountability and strong commitment to a long-term vision, the future of Manitoba’s capital region could be a picture of dynamic, compact communities surrounded by healthy waterways and forests, and productive agricultural land anchored by a prosperous and vibrant capital city.

Thanks go to Aldo Santin for his timely explanation of the budget deficiencies for the city parks department, and also to those city councillors who have tried to readjust the budget towards better maintenance of our valuable parklands.
Neglect of these areas appears to come from a mindset too common in Winnipeg, that of ignoring the public health benefit of having well-managed natural areas within an urban setting.
Winnipeg Free Press, December 5, 2016 Parks left out in the Cold
http://www.winnipegfreepress.com/local/parks-left-out-in-the-cold-404701296.html
Winnipeg City Parks division is planning cuts to tree planting. The spending handcuffs placed on the parks division is startling. While there is a planned 3.8 per cent increase in total department spending from 2016 to 2017, none of that is allocated to parks.
Winnipeg Free Press, The Lance, November 30, 2016 Is it time for an urban forest bylaw? Currently, Winnipeg does not protect trees on private land. It has no targets for canopy coverage. Winnipeg bylaws do not minimize tree removal during development. Nor does the city participate in Manitoba’s conservation district program.
